How can nations with natural resources create opportunity for their youngest citizens? Two Eurasian nations are leading the way.

Kazakhstan and Azerbaijan, both endowed with substantial oil, gas, and mineral resources, represent emerging examples of countries that aim to leverage natural-resource wealth in nationwide efforts to develop human capital. Both are innovating sovereign wealth–linked savings mechanisms that build assets for children to invest in higher education and other priorities.
